Phase 5: The Long Tail (IRS & Medical)
Tax identity theft remains a persistent threat. The IRS backlog for resolving identity theft cases averaged 506 days in fiscal year 2025. This means if an attacker files a fraudulent return in your name, your legitimate refund could be held hostage for nearly a year and a half.
Preemptive Strike:
- IP PIN: Do not wait to be a victim. Request an Identity Protection PIN (IP PIN) from the IRS immediately. This six-digit code must be entered on your tax return; without it, the return is rejected.
- Form 14039: If your e-file is rejected due to a duplicate SSN, you must file paper Form 14039 (Identity Theft Affidavit) immediately. Expect a long resolution pattern; the Taxpayer Advocate Service reports delays continue to plague this unit.
